What have they been smoking?

I think we have all seen something on television or in a movie where someone says something that sounds ridiculous just to have someone else asks what they were smoking. What I find really bizarre is that this is usually followed by something along the lines of, "because I want some of that."

What does all of this mean? It means that someone thinks another person is being impaired just because of what they say. Drugs aren't actually involved. If they were, there is no indication that such a drug would make you feel good. The dialogue is purely connected to a perceived impairment, and this impairment is somehow viewed as desirable.

If I believed that a drug was messing up someone, I would actually view that as a reason to avoid the drug. Seriously, why are people acting as though they want to be impaired? Perhaps my problem is that I have lived a clean life. I just don't understand the desirability of impairment.
