I have heard it from both sides of the political spectrum. People who voted for the other side are stupid. Some people would even like to do something about it. I have heard people talk about requiring voters to take an IQ test. This could allow our government to weed out the dumbest voters.
If you know me, you should already know how I feel about this suggestion. Nothing subjective in nature can be measured in a truly accurate and objective manner. On multiple occasions, I have emphasized that intelligence can't be measured. IQ testing in particular is an imperfect measure of a subset of a subset of a subset of an opinion.
Connecting intelligence testing to the right to vote can be especially problematic. The people who create tests are biased. Even without a conscious effort to skew the voting population, tests will likely skew things favorably towards the test creator's political preferences. This is because people with similar political views are more likely to have similar views on intelligence.
To make things worse, test developers might change their tactics if they know their tests could be used for political reasons. For example, a liberal test developer might ask questions relating to climate change, and a conservative test developer might be more inclined to ask about the 10th Amendment. Even without specifically targeting these subjects, a test developer could try to look at underlying mental reasons that people might not think how they want a voter to think.
An absolute worst-case scenario would be if a group was created specifically for the purpose of developing a test for voters. In some cases, this could lead to conscious decisions to do wrong. This could give test developers way too much power to determine who gets to vote.
Neutrality is impossible, and bias will always work its way into intelligence testing. Even in a best-case scenario, this is problematic. If you want to embrace a democratic process, voices should be equal. Even if you want to make an exception for seemingly unintelligent voters, the selection of voters would be influenced the bias of those creating the measure. This would provide test developers with a disproportionately large voice, which we should view as completely unacceptable. Besides that, who wants to give the government flexibility to control who is allowed to vote?
